Being an artist means you're too busy drawing to pay your bills (or working to pay your bills so you have leisure time to draw) to learn how to program and take on a big project like making a vidya
Hiring an artist means you are now dependant on someone else to make progress on your weird fetish game.
You have to trust them to i) draw porn for you, ii)draw weird fetish porn for you, iii)draw weird fetish porn for you in a regular and timely fashion assuming you yourself aren't slacking on the code, iv) not get sick or distracted for any reason, v) not get disgusted and leave, vi) not get disgusted and angry an leave, taking all their art with them, vii) not get spooked by IRL friends or relatives finding their art and having to purge their entire online presense, viii) et cetera et cetera ad infinitum
