You play as all the other heroes most of the time, doing kinda hard missions, then real hard mission, and then an ALMOST unbeatable boss. If you beat him, you get top rewards, but if you get beat, Then you get to play Saitama.
And when you are Saitama, you can teleport behind u, you can fly, be invulnerable, and then when you do hit the enemy, either it instantly dies, or you get a cutscene kill.

Not everything needs to be adapted into every possible medium. What works as an anime/manga has you as a passive participant while the nature of video games has you taking action by controlling some means.

Easiest way to do it is go full musou where Saitama destroys giant hordes of enemies with his power/fists, to truly similate what someone with that power is capable of. And like Dynasty Warriors, crank up the ham factor by 11 and let the writers fully take the piss out of things as Saitama goes about his daily business.

its basically animal crossing where you just manage living everday, buying grocery's, cooking, talking with other heroes, and killing monsters when you see them which wouldn't be much different from the small tasks in AC.

No combat in gameplay at all, every instance of combat is in a cutscene. The goal is to make it from fight to fight without causing damage to the city, and still being able to manage errands like grocery shopping and hanging out with your friends. So I guess like Persona meets Gravity Rush with more moving and no fighting.

At this point, the best way to survive as long as possible is to keep Saitama's attention with what you have to say. There is no one that will last longer than one punch, which is kinda the point.

Was thinking something like this.
Create your villain and work your way up the threat levels. Each defeat/death grants Exp to spend on abilities and stat boosts. You start off small, pestering citizens and doing petty shit that eventually gets police involved, eventually low ranking heroes arrive to stop you, then higher ones, and Saitama is the final one to arrive. He's also just around town doing daily activities, so you can get into trouble with him at any point if you cross his path while causing havoc -- though lowbie villains will get a talking-to about changing their ways, first... keep going with him nearby and he'll fight you.
Asura's Wrath except playable Asura/Yasha are the various S Classes like Genos, then when you fill the bar Saitama shows up like cutscene Asura.
More anime series should do this desu, Asura's Wrath is essentially Gurren Lagann, even down to the gratuitous hot spring episode early on

He cares about justice, and half of Fubuki's arc is realizing she needs to stop worrying about rank and to just do her best. It's fitting. Plus, she's Murata's waifu, so she would need to end up with someone wholesome or not at all.
Make the game about all the other characters.
And the objective is to fight hard bosses and then fight overpowered bosses and survive long enough till Saitama shows up and then you take control of saitama and basically can end the fight whenever you want.
But you get bonus points for making the antagonist think he stood a chance.
Genos alone would make an amazing playable character.

You'd do a Nier Automata perspective type thing where you can do topdown bullet hell, sidescroller and OTS 3D for certain segments. Instead of a bullet hell you get a 360deg rhythm game with a combo system a la DMC, fail state is Saitama getting bored due to missed hits or poor combos. 3D OTS for world exploration and boss fights with a similar combo system. Side scrolling segments could be for level exploration, everything is designed for destruction.
Tons of enemies spawning on top of and very close to you at most times.
I could see this, kinda like Prototype but you start off as a really basic Sleeping Dogs/Yakuza beat em up guy and by the end of the game you're like Hulk from Ultimate Destruction, able to toss cars and climb skyscrapers and shit
Then you get to Saitama and it becomes Tenkaichi 2, 'Hercule vs Kid Buu'

Design the battles a bit like Asura's Wrath, where you're filling a bar while fighting the boss and when you use it the battle progress to either a new location or a new character (of your choosing before starting the level). The final phase ends with your last character going for the final blow. They succeed unless it's the final boss of the chapter. They are instead repelled and you are given one more phase of the fight with all of your characters at once where you need to stall as long as you can while minimizing casualties before Saitama (who has been on his way the whole time on an invisible timer) arrives.
Nobody is saying they want a OPM game, it's a thought experiment since the canon basically indicates Saitama is invincible, a feature which virtually no games are predicated on.

Make it like Yakuza and have most of the fun being in silly side quests.
Make it a brawler where you play a create-your-own A-Rank and you are pretty much trying to survive long enough for Saitama or another S-Rank to show up. Maybe even have a silly little “Saitama meter” at the bottom that shows how far he is and, have a little pop-up now and then of Saitama getting distracted. Or maybe even the goal is to defeat the monster so you earn the kill credits. Last fight is the only time you get a King meter.

Strategy game where you play as the Hero Society and allocate your dudes in the city map. Saitama and some others move around freely . If monsters do too much damage to the city you lose.

make a cheap story where Saitama will go easy on enemies. He usually doesn’t kill humans, only incapacitates them. Then have really strong enemies similar to Boros that have extreme regeneration

BnHA is a well polished standard shonen anime/manga. It follows the exact same tropes and stylings as all the others before it, just with a better presentation than most.

You're racing in the open city, kind of like Burnout Paradise, and each character has a unique movement style. Genos has his explosion boosters, Sonic runs and parkours across buildings, etc. You can attack other characters to slow them down.
