$99.99 isn't $100. It's $99 plus a meaningless 99 cents. And 2 digits is smaller than whole 3 digits. It's that simple in terms of mentality. You see $19.99 and you are busy sub conciously thinking about numbers like $15 or $18 basically anything that isn't $20 which gets you thinking about $25 or $28.
