Need I remind you that the Wutai do in fact exist and when Yuffie's name was translated it was obvious that she was still very much Japanese even in English. Yuffie is also drawn with the same face as Tifa, just for reference for how little the actual apperance of the character matters in terms of defining what "race" literal fucking made up characters are. It's all the creators vision at the end of the day and Square Enix/ Tetsuya Nomura design these characters to be good looking and appealing, Nomura didn't even draw Barret with obstentitively black features if you look up the G-Bike art.

It's just fiction, FFVII is Western inspired fiction, Tifa is a fictional character with a "European inspired" last name, wears a cow girl outfit, and has red eyes.
