Basically it was a way for the C Consciousness to protect itself even more, as Stalkers are lured by the hundreds of this mysterious crystal artifact thing deep in the center of the Zone that can grant any wish, which given the setting of Stalker seems pretty believable. Only it is basically a trap to keep people focused on that and thus getting anyone who goes after it killed either by the Monolith or from getting blasted with all sorts of nasty shit. It’s just an illusion and smoke and mirrors, both to fool the people outside and so the people the C Consciousness has complete control over have something to worship and fight to the death over making it easier to brainwash them. They did, and of course they wouldn’t tell anyone until it became impossible not to. The Soviets were pretty damn secretive with a lot of stuff, and telling the people you’re supposed to be evacuating that you have been getting bombared with radioactive particles in the air for an entire day wouldn’t exactly go well for them. That and the design of the city is why evacuation went so flawlessly, though the people in Belarus didn’t fare very well at all.

Chernobyl was a watershed moment for the USSR though because the accident only happened because of the Soviet system. Plenty of states have gone into pointless boondoggle wars like Afghanistan. The US had Vietnam (and Korea to an extent), and there are countless examples of it throughout history. The Chernobyl disaster was uniquely Soviet in its causes and drew more attention to the failings of the Soviet system than Afghanistan did
