To an extent. CDPR is a shitty place to work in and it's been an open secret since forever. Even for Polish standards it's an absolute meatgrinder.
I haven't heard any industry rumors about the current state of the project, they've definitely tightened up as of late, but it's a fact that the game got remade twice, from scratch. If you want to play a heavily modified concept for Cyberpunk 2077, go play Ruiner - it's mostly CDPR ex-devs, fired during one of the resets.

Making good video games is extremely challenging. I always assume that kind of info is just making something out of nothing.
Basically dev's have to vent because it's too much to hold in and bored journalists with nothing better to do write a couple of paragraphs on it.

I expect a flop, I don't think they will handle the hype successfully.
I also expect a downgrade, I don't think they will show at the same level of interactivity as the first gameplay trailer neither the same neo-noir style from the teaser.
Considering it's CDPR, one of those is going to happen 100%
