It's a total conversion mod for OpenXcom. At the start of the game, your teams consist of two guys with pistols and tasers. It's pretty much FBI: Crackpot Conspiracy Unit: The Game.
Of course the interface is straight from the nineties, but you gotta be willing to work a bit for your game experience.
