They'd risk much more criticism from everywhere. You can get away with much more with a male protagonist, especially white ones, because no-one cares what happens to them.
If the protagonist is female then everything she says and does will be taken as a statement about how Rockstar views all women everywhere. People say they want a female protagonist, but they actually want a female protagonist who's flawless and doesn't have anything bad happen to her.
Their best choice would be to play up a stereotype like a blaxploitation woman. Make her a bit of a cliche, so it's them showing us a somewhat established character instead of making something from the ground up.
