Perfect dark isn't happening. Its been rumored for years that The Coalition was working on it but they aren't. They've been working on Gears 5 immediately after 4. Even Rare doesn't seem like they care about going back to Perfect Dark as they've already announced a new battletoads game which frankly, I don't think anybody actually cares about Battletoads aside from the memes.

Rares got other new projects they can work on, Xbox already gets enough shit for having too many first person shooters. Maybe a few years from now they'll start work on a perfect dark but as of now I don't think the Xbox brand is ready for another first person shooter unless its some kind of roleplaying game.

Perfect Dark problem seems to be lack of direction/interest from the devs, Halo has a lockdown on FPS on Xbox while Gears has the TPS territory. Unrelated but a Perfect Dark made by Capcom with the RE engine could be GOAT

The Initiative has never been rumored to be working on perfect dark. We already know that The Initative is going to create a brand new IP, they probably haven't even figured out what they want to make yet as they are still hiring, a few markups on a whiteboard sure but DEFINITELY no code or concept art yet. They are still in VERY EARLY planning stages.
You don't startup a new "Quadruple A" Studio to make another first person shooter that will be the underdog to Halo within Xbox Game Studios

The rumor was The Coalition and Storylab were working together on Perfect Dark but Storylab debunked it, this was because Storylab has job listings up for "a new IP" however a week later or something from Gears 5 announcement they told everyone it was just for Gears 5 not really a NEW IP. Perfect Dark was just attached to it because people want another one.
