Most memorable missions/characters/locations in the series. The only AAA GTA games not set in the current_year at the time of their release. Best music. Unlike GTA3 or 4 (and PC/PS4 port of GTA5, to some extent), VC and SA are not supposed to be tech demos - the focus is on the gameplay, not on technology.

Maybe I'm just tired of the New York setting and its atmosphere, but I'm not having all that much fun revisiting GTA3 (or 4). And GTA3 doesn't have a lot of story, which also doesn't help.

If that's your only goal throughout the entire game, then the story is pretty dull, don't you think? GTA3 has the weakest story and characters (it even has a silent protagonist, ffs). This was fine when it first came out, but this aspect certainly does not hold up.

You never played 3, shut the fuck up. It was such a watershed moment for games. Vice City and San Andreas are great, but they're iterative and built on top of that foundation. You're not bringing up anything of substance.
The characters in VC are not new and original, but they're memorable enough and fit in the game world nicely. And the gameplay still comes first anyway, so it's all fine.
GTA3 was the first GTA I played back in 2003. As I said, I finished it twice. Should still have my near-100% save somewhere. I still like it, but don't really want to revisit it anymore (which I can't say about VC and SA).

Not him but GTA 4 was forgettable overall. The city is just a blur of grey concrete and the characters are a blur of bosnian shit and goofy latinos. The most memorable was probably that turbo fag friend of Niko's because of how over the top he was.

GTA3 is better. Sorry. It goes without saying that VC and San Andreas wouldn’t even exist without 3, and 3 doesn’t waste the player’s time with gimmicky missions. VC and SA are where the really lame turret and RC vehicle missions were introduced, and missions became centered around gameplay elements that navigating the open world doesn’t organically familiarize you with. GTA3’s missions are about finding the right car for the job, driving, and shooting. Every mission is built on the core mechanics of the game, and the game balance appropriately scales difficulty in a way that feels fair. VC and SA’s difficulty often comes from missions that simply aren’t built to meet the strengths of the core game design. The engine got overloaded with mediocre to outright bad mechanics. I’ll give you that those games are ambitious, which I’m always happy to recognize; but they just aren’t as refined as 3.

It wasn't the strongest cast of protagonists at all, CJ and the fags from 5 had more of an arc and clear personalities. Also the supporting cast was stronger in all cases, Roman and Brucie can only take you so far.
I will agree, partially. VC/SA are full of gimmicky shit that doesn't work properly half of the time - but for some reason I'm still having fun with it, and don't regret wasting my time.
