Apparently the writer has openly stated that he drew inspiration from Murakami, but the game still seems terribly written, and straight-up copying passages like that is pretty bullshit.
How is it a clear reference? Nothing about the scene or characters calls back to After Dark aside from the dialog itself.
Recreating an iconic set isn't plagarism. Effort was put into it and it's clear that it's being used in a very different context.
The problem isn't that it's lazy (Since it's relatively well realized in the art style), but that it is a substanceless addition like most of YIIK's content:
