No, it's not even the best Souls game. It couldn't come close to what Dark Souls 1 built. From will never reach that peak again.

Dark Souls 1 has better world design, and equipment variety.

Hunters desecrated a lesser god, got cursed as a result, suffered because of the curse, discovered a lost civilisation and reaped the benefits.

The ending of the game with the moon presence is just a metaphorical manifestation of the idea of humanity ascending, you encounter the source of the curse, something from the moon (traditionally associated with werewolves, hence the bestial form) and shedding this allows you, the player, to become a great one, shedding your primal nature, and the blood within you.

The game has no plot, no story, of any significance. It has a history, however, severed and discarded across the game world like a museum for you to scavenge and idly muse through, with various occasional tidbits of relatively dull interest in the form of NPC interactions and the scant few cutscenes. Really, the setting alone is what makes the game interesting, not the characters, nor the lore. They're all expendable, interchangeable.

Rom managed to communicate with the great ones somehow without dying from frenzy. The great ones bestowed great amounts of knowledge on him and allowed him to ascend. But instead of a true kin of the great ones he became vacuous and retarded. He casted a spell, for reasons unclear, that kept the great ones hidden from sight. When he dies the spell's effect wears off and everyone can see the great ones hovering around.
The moon presence is a 'malicious' type of great one, allegedly he tries to kill other great ones instead of reproduce. It's worth noting the great ones are too eldritch and alien for human concepts such as good and evil to be applied to them.

Unironically yes. From its gameplay to its narrative, the soundtrack, the "twist"... Even the DLC is the best one ever.
