Lets be real a OPM game would not work because the story is entirely reliant on plot. It’s all about very specific scenes like Mumen Rider arriving just barely in time to fight Seaking and getting his ass kicked just in time for Saitama to arrive. Whole series is like this.

By making the PC equally as fragile. In Hotline Miami, ANY weapon will one-shot any normal enemy, and even the Brutes can technically be killed with a single bullet if you wait for them to bleed out. If you play as Tony, you even get to punch people to death. The challenging part is that the 1 HP rule also applies to you, necessitating a plan of attack.

Not in the way it works in OPM as Sayetama, or whatever his name was, is also invulnerable.
A game where you oneshot enemies would have to rely on the enemies having a shield you need to get around or them being fast and hard to hit.
Alternatively you go the hotline miami route where you're also going down in one hit.
I like the concept quite a lot because I think games these days have gone too far in the rpg direction where it's always about numbers and levels, rather then being gameplay driven.
Not that I have a problem with the other end of the spectrum where games are about mastering the system and making the numbers go your way.
But currently games are in this shitty middleground where the gameplay feels bad because it's more about your numbers then about how well you play, yet the numbers come from a shallow incremental system tied to levels and gear that offers nothing to explore and master.
It's amazing that graphics and levels can improve so much yet the gameplay becomes worse.

Sort of felt like that for the Multi-Man Mode with Captain Falcon, the issue is in that mode you could still get hurt, Saitama is seemingly invulnerable atop having ridiculous reaction and reflexes so it's not just the one-shot but how do you make a game where you simply cannot lose.

The only sensible means would be if Saitama was competing to beat certain monsters in a certain amount of time compared to another hero, and he can lose not from injury but failure on the player to chase down the right target or complete it in time. It might get dull after 4 levels of that though, they'd need to spice it up like NMH and have Saitama do mini games as jobs to get money or for info on where he needs to go. Probably best to take another cue from NMH2 and have at least one or two levels done by different characters tagging in for Saitama to keep things interesting.

You turn the situation around.

The player designs a monster/enemy to control and attack the city. As you destroy more shit, your threat level rises and different forces move in to stop you. Each defeat/death awards points to spend on your next incarnation, allowing you to grow in strength as you cause more havoc.

Early on, you're really just a minor inconvenience -- stealing things, wrecking shops or parks, and picking on civilians -- which the local police can eventually take down on their own. Gradually, you'll start seeing low-class heroes pop in to assist when you overpower the cops; finish them off and you'll attract bigger foes.

Saitama is ALWAYS around somewhere on the map, going through his daily routine and will stop you if you cause trouble near him. Low-power players will initially be given a warning to stop their mischief, but high threats (and lowbies that keep aggravating him) will be killed.

Ultimately, Saitama is the final city defender to unlock during your rampage and it is possible to go toe-to-toe with him with enough upgrades. The best ending has you endure a lengthy battle against him, where he compliments your power, but inevitably kills you anyway.
