You can fake it I think (I've never had to). Try creating a blank file called re_dlc_000.pak inside a new folder called 920564 in your RE2 game directory. That is normally the Elza Walker costume file. Then install the mod. You should have the new costume added to your costume select.

Cheat engine is like how Gameshark was for RE2 back in the day, but way easier to use and way more capabilities. You can use it to freeze the adaptive difficulty rank, for example.
There is also the FPS mod, which lets you play through the whole game in first person view, and the free-cam mod, which lets you look anywhere and through walls. And the mod that lets you turn off your flashlight in dark corridors.
There are some other mods that will replace specific enemy types with other enemy types.
