Maybe if you can't read. The note says they don't want him to defeat the empire or be defeated. They just want continued war. Either side winning fucks with thalmor plans.

A continued war is surely the most beneficial outcome for the Thalmor, but a united empire stands a stronger chance against them than a fractured empire. Ulfric failed to see the big picture.

It's a crime that this game didn't give you a third option to complete the civil war questline.

If you've gotten to a certain point in the civil war quest but haven't finished it, you can convince the two sides to come to a truce as part of completing the main quest

Neither. Imps are Thalmor orbiters and Cloaks are being cucked. Empire pussied out during the negotiations but the Nords have essentially betrayed the rest of humanity for a few more years of goatfucking freedom.

The truth is they're probably both fucked because they're both distracted with each other while the Thalmor fuck everything. If I had to choose one it'd be the Stormcloaks cause at least they're not taking it lying down like the Imperials are.

This. After killing Titus you should have had the option of claiming succession/a new dynasty and bashing both sides' heads in until they accept you as their ruler.
