It's got like 4 different genres going on at once (RTS, regular Strategy, a TPS where you play as a dragon to back up your troops during the RTS battles, and what amounts to a Political VN where you make decisions that align with certain factions' views). Really neat game, although the political stuff (aka the least gameplay-heavy) is also the highest quality part. If you get bored of destroying shit as a dragon then you can basically automate all the actual gameplay while making friends/enemies on your airship.

You absolutely should. It's a really good action-platformer with great sprites and memorable music, and then for World Tournament arcs it becomes a fighting game-type thing that feels really good for how sparingly it's used. Then you unlock Krillin and later both a survival mode AND the ability to play as every character, enemy, and boss in the game that has attacking sprites during non-Nimbus levels. Giran, being one of the WT opponents, has a somewhat varied moveset and is thus fun, but I personally find Tien & King Piccolo the most fun to use.

the story had a good concept but a shit execution.

I don't really remember the story, but it does have decisions that affect the attitudes of your subordinate commanders throughout the game. You also get to choose a wife from a select group of arranged prinesses/figures sometime in the game (get the one rich in Calcium).
Storywise, it's meh. You have to defeat some bad guy, but your staff can either be atoned, reformed leaders or xenophobic, unchanged commanders. It's not really about the destination, but rather the journey that matters in this game. The politics of the game is the most memorable aspect of the title.
