If it's a sexy tomboy you're looking for, it's just not going to be found in western gaming until the absolute slant seen from publishers ceases to exist. The best you'll get is something like Tomb Raider which has been grandfathered in somewhat.
For japanese developers, it's just typically not the first choice they go for in terms of female characters. If it's a cast of female characters, there will inevitably be one that sneaks in because consumers still like them. They're just not first priority if we're talking about a central protagonist or heroine.
