Rockstar San Diego just assist with the other studios now on bigger titles like RDR2. They don't develop their own games anymore.

That wasn't riced, it was an actual race car used bmw in the ALMS series. The whining sound you hear when driving the car is the straight cut gear transmission which is commonly used in race cars. Also the e46 m3 gtr uses a 4.0 liter dohc v8 instead of the inline six that the road going version uses.
