Huh? As far as the story is concerned, there isn't an appreciable difference between the two in terms of goals. Nothing really "evolved"; Zanzibarland was just a second attempt after Outer Heaven got wrecked.

But he was. He was a dick to Kaz and Venom both by putting them through what he did while he skipped off unscathed. He could have helped against XOF once the coast was more clear. He just didn't want to because Outer Heaven was more important, and Diamond Dogs was a convenient distraction.

A remake would be pointless. There's a little bit of ambiguity with respect to Venom's motivations, but he was still ultimately complicit with warmongering and Outer Heaven's goals even if it was just following orders. The rest of the story is the same as it always has been. Big Boss still created Outer Heaven while using FOXHOUND as a cover, with Operation Intrude serving to buy him time. Shit still hits the fan and Outer Heaven goes up in smoke. The only difference is that instead of Big Boss getting fucked up but surviving, he had a doppelganger in his place that actually died.
MGSV did a lot more to change MGS4's account of Big Boss's relationship with Zero than it changed the events of MG1.

I'm not sure what you mean. By that point he was already in the good graces of the Patriots again, hence his ability to re-assume command of FOXHOUND. I don't actually mean that far into the timeline, though, I just mean as soon as XOF weren't an immediate threat (which is as soon as Venom escapes the hospital; DD are hunting down XOF for most of TPP, not the other way around). If Venom was able to survive the events of TPP, Big Boss would have been able to too. Unlike Miller he just didn't give a fuck about getting revenge on Skull Face and went off to create Outer Heaven instead, letting DD take the heat for as long as it took to get Outer Heaven off the ground.

There wasn't even a Diamond Dogs separate from Outer Heaven at that point. There's a reason he went back to FOXHOUND under the Big Boss name instead of just hanging out under his false identity. Venom was put in place at Outer Heaven presumably to maintain control over it in Big Boss's relative absence.

Yes, that's the point. It was a burden he didn't want to deal with, so he passed it off on Venom and Miller. The fact he didn't *want* to deal with it doesn't mean he couldn't have, though. He obviously could have (at least, once he escaped the hospital). But that kind of attention would have made Outer Heaven difficult to create. He cared a lot more about Outer Heaven than he cared about Miller, Venom, or XOF.

My point is about Big Boss's moral culpability, not micromanaging continuity.

Volgin was just one party of many. Big Boss planned on resurfacing eventually; no one knew how exactly the Man on Fire would or could be dealt with, and he certainly wouldn't have known that Venom would be saved by Volgin having a convenient realization at the last second. Acting like Big Boss is completely justified in fucking off to create a warmongering military state because of one flaming asshole is stupid. He's still culpable. The world is after him because of his own decisions anyway. He just passed the buck onto a couple of underlings so he could do something even bigger and more cuntish than MSF could have ever dreamed of being.
