It's a presumption based on the 9 Uni characters left, 7 if you remove Akatsuki and Eltnum.
Combine that with how cost-effective porting characters is, I'd posit that there is a good chance that there would still be an entire season left of characters minimum which was 7 last time.
9 was just using Uni as the baseline for "run out of characters"
