Square Enix is stingy AF about the Final Fantasy copyright even for a game like Smash Bros where it makes no sense to hog copyrighted materials considering KONAMI of all companies gave Nintendo the kitchen sink and then some with Castlevania.
Atlus meanwhile a small-ish company that knows their place and therefore are willing to give Nintendo whatever they want regarding Persona representation.

ngl I too wish sometimes that Square will be considerate enough to give us more music tracks, spirits, and possibly a Cactuar or Chocobo assist trophy, but even with the FF7 Remake having re-entered every's thoughts lately thanks to the new trailer, I doubt we'll get a Smash Bros announcement regarding Square in any capacity at E3 let alone a free Final Fantasy content update for Smash Ultimate somewhere down the line.
