I honestly think Superman Returns had the right idea but shite execution. Superman himself isn't harmed by most enemies, the city is instead. You have crazy powerful abilities so the challenge is taking out your enemies quickly enough to minimise damage to the city while also making sure you don't cause too much damage to the city while fighting them. Another challenge would be if multiple crimes happened at the same time, causing you to need to manage your response to them.

Make the focus of the game something diferent from fighting
Superman main focus is to SAVE people not fight badguys
Is like making a fireman game where your focus is to kill terrorists instead of stoping fires

Make it like a puzzle where you need to ise your powers right to save people

The only way to make a good Superman game is to take away the super strength. Keep the flight, the ice breath, the heat vision, the x-ray vision, but you absolutely need to get rid of the superhuman strength or else he's just way too fucking overpowered, unless you go the usual route and just make the enemies Kryptonite enemies. It'd be cool to play as an alternate universe Superman where he's an assassin or something and has most of his powers but with limitations. Fucking Tenchu Superman. Yes it's a bastardization of the character but fuck, when you make a hero as invincible as Superman you kinda need to fuck it up a bit if you want to put him in a game.

That's really the only thing I can thing of to let you actually have tons of fun with Superman's powers while still making sense in-universe, at least on Earth.

It's not an issue of very powerful superheroes though, it's THE MOST powerful superhero. Flight, super strength, super speed, heat vision, ice breath, x-ray vision, super hearing, bulletproof. The dude is god mode cheating in terms of super powers, so the only way to make a fun game about him is to crank shit up to 11 and make it even more ridiculous, which means lots of embellishing crap that may not be okay'd by fans or creators.

I don't disagree, but the people that own these licenses arent usually open to the creativity of a developer that could do something new and exciting with it. They're gonna go for the safest developer they can and most likely try to get an Arkham city out of the game, which just won't work with Superman. The character is at s point where he's basically his own business and that's what posts like Are missing. I would argue that every protagonist in every game is more powerfull than superman. You're largely immune to almost everything and hardly ever die in modern games. Almost every protagonist can heal himself and recharge so I don't really see the difference between a modern day single player protagonist and superman.

Returns was mediocre, if a new game just built upon it it could be real good. Bizarro mode was fun as all hell.

Without Kryptonite, he should be invincible in that game, but that would obviously be ridiculously OP so the devs gave him HP just like any other character. It doesn't make sense, but it's necessary to make the game work. There's no reason they can't do the same for any other genre.

Modern day protagonists don't usually fly, or if they do they don't also have laser eyes, freezing breath and super speed. Also even if they have super strength, they aren't usually bulletproof. There's always something there to balance out modern day protagonists. Superman is like playing Doom with the god mode cheat enabled unless you either bring magic into the mix or have him only fight other insane super villains.
