No, it's retarded. It's like she spent expendable cash on hiring a tailor to make a "dress" out of the garbage she wore in her pit instead of just buying a sensible fucking outfit. There are better ways to dress a character to tell everyone that they are an anti hero that was in prison for a long time.

I'm not a stylist, smartass, but if I was I'd make something more practical and less flashy. She sticks out like a sore fucking thumb compared to every NPC ever in that game. She screams, "I'm a trouble maker, arrest me. Also, maybe a rape victim" The dumbest choice for someone who BROKE OUT OF FUCKING PRISON. Also, It's REALLY cold in that region she escaped from.

What weapons? She's essentially and anime werewolf who uses her magical transforming monster arms to fight. So much sense there.... Also belts are used in conjunction with holsters to hold weapons. A belt by itself with no weapon to holster, not even holding up pants, is useless, especially to someone like her.
