Fighting games are budgeted this way because updating them is an absulutely cruicial part of supporting game's lifespan. So it's either DLC characters or Super editions for 40 bucks a year or two later. And in this case you are getting whole season worth of 4 characters who aren't even finished yet for free.

Yes and people quit playing faster if the game gets no updates to fix it or spice things up. So it's either that or super editions or a game being dead year later regardless of how good or bad it is.
And again, nickel and diming does not even apply in this case as you have a whole week of time after user reviews will start dropping to decide whether to get this game with it's future DLC characters being free.
That's not how it works.
The reason why DLC content is so good for companies is not just because it allows them to double-dip (though that certainly plays a role as well), it's because it ensures that their team can keep working at full capacity.
It's always been a big issue with game developers that after finishing a game, or often even before finishing it, you'd have a wave of layoffs. After all, if your character models are done and you're going to focus on bugfixing/balancing for a while, and besides taht it'll take a year or more of planning and negotiating with publishers to even start work on your next game, it quickly becomes unaffordable to keep your character modelers on the payroll when there's literally nothing for them to do for the next year or two. With DLC, you can shuffle your modelers from your core team to your DLC team and pump out some new characters/costumes while your code monkeys are on standby to fix any bugs that may pop up after release. This is a much more efficient and healthy way of working because it not only gives you a reason to keep your team together, it also gives you a financian incentive to do so through DLC sales.
There's no such clear divide as a core division and a DLC division, and scrapping the DLC budget will in no imaginable way make the core team able to deliver a better game.

If they earmark 1 million dollars for DLC development that they expect to result in $2 million profit, then suddenly decide not to make DLC, then that 1 million dollars isn't going to suddenly go to free content, it'll go towards some other form of paid content.
