A PS4 won't run RAGE 2 at 60fps though and uses dynamic res from 900p-1080p not locked like a GTX 1060. Also you'd have to play an FPS with a controller.

Imagine you are drawing a graph, a fps-curve. Best performance is all the way up, lowest is bottom. Average that, you get average fps. Now cut off the top 3% of that graph, average it again, now you get a lower average.

The 97% percentile is the value so that 97% of samples are below it. It has nothing to do with averages.

The reason it's that low is because it's 1080p medium. If you go for 720p low then it is perfectly playable even on an R3 2200G with built-in graphics. This video (see link below) shows an average of 37 fps and the very lowest is 28 fps, which is a pretty strong showing - a higher frame rate than an Xbox One or a PS4 (although yes, I assume those consoles are mostly at 1080p, but who the fuck cares).

If this guy is right - - then the base PS4 and particularly Xbox One will rarely hit 1080p anyway.

So a PC with a 2200G and no discrete GPU makes this game perfectly playable at higher frame rates than a console. Such a PC will also give you higher frame rates in games like GTA V. And it's a PC so it's more flexible than a console, and you get free online multiplayer.

See what I have said in this post - you can build a PC with a Ryzen 3 2200G and just use the integrated graphics and it will make Rage 2 playable at 37 fps average, 28 fps at the very minimum, on 720p low. That is perfectly playable, and you could build such a PC for around $300.

Just a warning: 5xx-series has problems with huge framedrops no matter which graphics settings you play on (e.g. Sekiro) even though it performs better than its GeForce counterpart in most games.
