Because Post WW2, Japan had a boost from the US that launched it into the technology world. Korea didnt get there as fast cause of their war, and Vietnam and China soon after. When the Arcade scene hit, companies like Sega and Nintendo did really well and so it kinda became their thing culturally.

I think it's more to do with the technological, industrial sector of japan. They also had a booming economy which has its ups and downs. Their culture has a lot more freedom after their empire crumbled in the war. They have a genuine mass Otaku culture which makes them a great market and influence the young to continue making, selling and buying the games and also attract the west.
other east asian countries don't have that attractive market, korea being an exception for a few things here and there. China is less of an entertainment market for the west and more of a manufacturing sector.

Vietnam and Indonesia aren't really as developed as the other countries
most of China isn't as developed as Korea and Japan but they do make games but their economy doesn't promote originality
