OP's making a point about good horror game design. In these vids, there is technically nothing spooky. However, they're really good at making you expect something spooky, and that's the point. Anticipation and unknowing are the actual parts of horror that scare you. Once the threat becomes familiar and known, horror leaves the building.

Part of what does that, though, is your lack of control. These things wouldn't be as scary in real life because you have control of where you look and how you move, and all you have to do, if you see something off, is walk up to it, like, "WHAT'S GOING ON HERE, FAGGOT?" And that's what you see when people play horror games, they just run forward without hesitation, because they know REAL fear is a trick their mind plays on them. You psyche yourself into feeling like there's something dangerous around the corner, or just outside the window, or down the hallway; you know there isn't anyone standing on the staircase watching you this very second, but the idea causes every hair on your body to stand up and try to sense it, just to make sure, and occasionally you stare into the darkness, just to make sure. You can confirm there's nothing there by just running over and checking it out, but you don't want to do that, because then you feel like a fool. In a video game, no one gives a fuck. Even if something dangerous really is around a corner, it's a video game, so you just go, like, "Eat my face, nigger, what's up?"

Half true. What this is suggesting is the building of tension, which is all fine and good but meaningless without any release. If you rely solely on anticipation then eventually the tension wears off because, well, nothing is happening. Watch enough of these webms in sequence and you start slipping into that a little bit - oh, another hallway where nothing happens. Anxiety inducing, but desensitization kicks in and it starts to bore.
Now, I'm not saying throw in all the jump scares either but there does need to be some sort of takeoff, something that preys upon that built up tension to really send that sensory shock and scare the shit out of a person. At that point it can be a flash in the pan or a persistent yet difficult to perceive/understand threat. I do agree that horror leaves the building once you understand something too well and become comfortable with it, but that's just the result of the inverse - too much release and not enough tension. But this sort of thing is why Lovecraftian horror works so well - even when beholding the threat it still frightens because it's still not understood. You see it, you know it's there, but you don't GET it. So yeah, you don't have to be in a state of absolute dreading the unknown, a threat can make itself be known and still find ways to maintain the fear.
TL;DR: A good scare requires a balance of tension AND release. Ineffective scares happen when this balance is executed improperly.

The appeal kicks in in one of two ways. One, you're so scared shitless that logic goes right out the window and the flickering lights on your screen do end up scaring the piss out of you. Two, you're mentally prepared for this shit BUT for the sake of entertainment value you suspend disbelief and lower your guard, letting the game do its thing and scare you because it's fun. Either way, you only deprive yourself of a potentially good time when you take the unwavering hardass approach with horror, it completely misses the point.
Even though this clip is silly as fuck it does have some good horror presentation. Too many fictional monsters just try to stand at the end of the hallway looking scary, It'd be nice to actually see one that just rushes out of the dark like a predator.

That's not to say anything about the creature design, which is also pretty important. A pretty good way to scare is to rush someone with something that you don't have the time to process. Looking at that creature at length there's a lot of questions. Is it masked? Is the mask part of its face? Why are its limbs so disfigured for something so humanoid (this one gets used A LOT but for a good reason)? It's not quite human yet it has clothes on? But you don't really have time to figure all of that out because the motherfucker's right there in your face and in comes the panic moment to the tune of "OH GOD WHAT THE FUCK IS THAT?".
Imagination, however, is stronger than any established creature design. This is why horror writing works as well as it does, it lets you paint a personalized perception in your mind instead of being shown the exact shape and form of the scary thing. You literally get to make your own nightmare, molded somewhat by basic descriptions but the final envisioned appearance is what you imagine it to be.
