Is your OEM key a windows 7 key? Or are you asking if you can use a Win10 key to activate Windows 7? I know some older computers let you downgrade a Win10 installation to Win7 so you could always upgrade back into Win10 whenever you needed to, but that seems unlikely now.

The safest route would to be to only download from scene releases or very trusted repackers. Also don't use piratebay where everyone and their mom impersonates repackers and scene releases but add viruses, use 1337 or rarbg or anything not piratebay.
