His plan to move everyone to kalimdor made no sense though. Would't cult of the damned just infiltrate the ships. It would take months to move everyone. They could easily taint the food that would be used for the journey.

The whole plan was to have all the races team up to fight off the Burning Legion (which obviously happens in the last level). The Undead were just the vanguard meant to undercut any resistance.
