The point the finale makes us that Armstrong had ideals that were incompatible with a functional society but were applicable to individuals in a position to exert their strength for what they believe in, aka Raiden. He was batshit insane and used inhumane means to achieve a backwards, poorly thought out, and ultimately selfish goal, but the very core idea was sound and that's why Raiden goes full vigilante ay the end (well, that and influence from Sam).

He knew world was wrong and tried to fix it through such inhumane means. Raiden (and ultimately the player) kinda agrees with him, which is displayed in It Has To Be This Way song, Armstrong theme, but still sees his means as insanity.
