It's just a random event in town, happened with me when I rode in. Was able to call out to her same with the guy you save who gets his arm cut off, Arthur has specific lines for the Sheriff/Officer in both cases like saying he wouldn't have saved the dude if he knew he was a killer.

I found the way to trigger her being hanged is to go visit her in the jail and hitch the horse outside the police station, then go towards the gallows. Hope you're not confusing murderhooker with Elli Anne Swan though since sadly neither her nor the potions guy hang.

''Random'' in the sense that you can bruteforce it to happening by sleeping in Valentine until night repeatedly until she shows up, get her arrested, then spend a day or two at the hotel, go check in on her at the jail, maybe go have food and dtink and then watch as they hang her. I have a save preserved for that so I can go watch her get her pretty neck stretched whenever I want to.
