The Hist turn random swamp fauna, mainly lizards, into conduits of their will. If the Hist want to commune with Man or Mer, they will make argonians to mirror them. But as shadowers of man and mer, they lose a bit of the thing that keeps them kin to the Black Marsh and this is why when we meet Argonians they always resemble humanoids.
Where as, in the black marsh, Argonians can can be basically anything; giants, winged and nearly dragon like.
