In absence of history-proven great empires like Europe or Asia, where that kind of thing (consider how Greeks or Romans felt about Germans) emphasized cultural hegemony, the African tribes were permanently fractured by virtue of largely unstable culture wars - remember how Egypt and Islam defined outer areas, and that they, in themselves, were foreign.

The Regis are by far the best legendaries. They are properly mysterious, and they are not overpowered - seriously, in gen 3 they were almost balanced and clearly defined without being made literal representations of physics.

I also personally adore that almost all of the gen 3 legendaries were Semitic, despite the region being largely based on what, south Japan, with one city being Greek? - the trio was Jewish, the Regis are Jewish, Jirachi is a Djinn, you could even argue the Latis being angels, with only Deoxys being a completely modern Pokemon with a cool aesthetic.
