They didn't. The facial deformation tech just does not play well with her puffy cheeks so she looks bad making particular facial expressions (ones she only makes in the cutscenes). Everything in RE Engine is just so based on photogrammetry.
When she is not contorting her face in some big goofy expression, she looks good and cute in a very girl-next-door kinda way
