I don't think there's any way you could make the minigun fun to use in Smash. At best I could see it being an item you could pick up occasionally but not a part of someone's moveset. Soldier would be a better choice overall I think, the rocket launcher is more fitting and there could even be some interesting mechanics involving the self damaging rocket jumps.

My take on heavy's moves:
>Neutral special: Fires minigun, can angle up or down after pressing special.
>Up special: teleporter appears below heavy's feet and high up in the air. Teleports heavy to the top one and stays for a few moments. Anyone can use the bottom teleport while it's still active (similar to pac-man's trampoline).
>Side special: shotgun or a charge similar to Wario's dash attack.
>Down special: heavy counters with the KGB, gives "krits" on a successful melee counter
>Jabs and tilts would all be various punches.

Also, I think Heavy is the most iconic and representative character class of TF2. If anyone from it gets in, should be him. BUUUUT with no release on a Nintendo console, no recent releases, and Valve being so notoriously lazy (anymore) I just don't see this happening. Unfortunately it's more likely that Minecraftguy, PuBGguy, Fortniteguy, or an Overwatch character makes it in.
Actually an OW character makes a lot more sense than TF2. Actiblizz might pay Nintendo a king's ransom to get a rep in to promote their shitty E-Sports. Throw in a hefty bonus if they make her Brawl MK-tier OP. It would be horrible, except for the massive amounts of OW/Smash themed porn

>Neutral B: Sasha
Heavy can stop firing but keep revving up if hte player presses A
>Up B: Hook
The Hook can be attached to the stage and other players, kind of a way to punish players trying to attack off-stage
>Side B: Push the payload
Heavy pushes the payload to whatever side he is facing.
If attacked, the payload will become an item.
If it reaches the edge of the map, Heavy will drop it into the void causing a small but fatal explosion.
>Down B: Sandvich
Heals the player a lot but takes a lot to recharge
>Final Smash: Team Push
