I think it was a tech demo for Source and it's physics engine. Why bother making 2/3 game revolving around Gravity Gun then? Why make environmental puzzles focused around physics to progress? It could be a simple run'n gun with heavy focus on storytelling like first half-life.

Probably because virtually every memorable setpiece is specifically crafted to show off some feature of the source engine, like the water in all the boating sections, dynamic lighting in Ravenholm and of course, the omnipresent physics.
