Same style of RPG with time traveling to different eras to meet new characters and do time related shenanigans, but without any of the old characters or settings. Maybe throw in Lavos as a secret ultimate boss if you're feeling indulgent. Cross threw away a lot of what made Trigger such a good game like fleshed out party members in favor of overloading you with lore. I think simpler would work better for a good sequel.

It doesn't mention Dalton specifically, but both CC and the PSX version of CT say that Porre caused the fall of Guardia, helped by "outside influence" according to Kato's old interview. So it seems Dalton's involvement was in the cards since CC.
