It looks like it was designed by some dumbass that thinks "It looks good in screenshots! It's so detailed and beautiful!" is more important than making it so you can easily and quickly identify exactly which units are in a composition even if your screen is only over the battle for a couple of frames.
It's designed with """beauty""" in mind, rather than gameplay. But Beauty hurts your eyes if you have to strain to make out what shit actually is, and it stops being pleasing, thus stops being beauty.
Terrible design decisions.

I don't know about the battle.net part, but it's basically taking the Halo Anniversary approach
They didn't upgrade the engine- they built a new one ontop of the old one with, presumably, support for higher poly models and higher res textures.
In one of the interviews an artist said something about how the animation frames are built right on top of the old ones.
