Even in games people say look good like God of War, or Spiderman, there is still a ton of room to improve past close range visuals. The problem becomes asset creation, since Uncharted 4 had to outsource to a Chinese studio to make assets because they were going to several environments and needing stuff for only short portions of the game. When scanning tech gets better that part of asset creation will be so much faster that we could see games lean back into 1-1.5 year dev times rather than 2-3 years or more for some of these larger ones.

Floating point operations as a metric depends highly on the implementation and architecture of the hardware if I understand it correctly. Admittedly I'm not super familiar with it but you should definitely remain skeptical of claims like this until you actually see the hardware in action.
I wouldn't be surprised if they're using their success this gen to push out something more technologically impressive next gen but I'm largely uninterested in consoles regardless of the specs.

If they have backwards compatibility, then they've got it in the bag. Lack of games is always a big problems on new consoles. That's why the Switch initially sold so well because it had two absolute killer apps (Mario and Zelda).
