But I do, I just like killing people in fun and creative ways, which the Sandman offered. Even then I don't see why the Sandman is a problem but the Huntsman instakilling you with a faster projectile isn't.

TF2 would be better with class limits.

The problem is it took barely any skill. You would stun the guy, making it impossible for him to retaliate in any way, run up to him and kill him. I find it much more fun to kill people in creative ways when I'm not taking away the chance for them to fuck me up if I don't use my weapon correctly. The Sandman eliminated most of the risks the Scout takes when running up to someone to shoot them, and it was a projectile that was recovered in a relatively short amount of time, if not instantly by picking it up.

How do I get good as Scout? I've been playing this game since it first came out and I still constantly miss shots. I tried lowering the DPS on my mouse, which improves my aim but I hate not being able to quickly look, if an enemy gets behind me I can't spin around fast enough to get a shot on them.

I turned mouse acceleration off recently and haven't noticed any difference.

Only downside to that is I like to upgrade engineer teleports when I spawn and class limits can stop me helping out a hair

Already you need to ask yourself how an enemy is managing to get behind you when you are the fastest class in the game.
My general tip is try not to aim with your mouse entirely. Scout moves fast enough that he can aim by strafing. So basically, hold your mouse still and strafe to put your target on the crosshair, only using your mouse to make minimal adjustments that allow you to put as many pellets as possible into the enemy.

Where are you pulling this oh-so-perfect scenario from? I literally run straight at them and stop them if they don't shoot at me. And it's not just ubers. The only thing immune to the HP stun is a disguised spy as if that is a big point of contrition. At least you have to aim the Sandman.
