I've never tried making a character with 1 agility, can you even do anything? Do they not let you throw a punch or shoot a gun or anything?

In 1, with I think Fast Shot and some perk, you could do unarmed strikes with only one point. Not possible in 2 though since they fixed it to only pertain to weapons.
There's also perks to grant extra AP, and agility upgrades. In 1 you could just straight up do a charisma build and get a bit lucky, and in 2 you could probably do it by sneaking around everything and abusing your companions. I certainly wouldn't fucking try it though, sounds horrible.

I've made what imho is the worst build, but the picture is on another computer.
Basically low int, low agility, strength low enough not to be able to use any ranged weapon, tag all the weapon skills you don't have the strength to use, take bruiser and skilled because bruiser will reduce your AP from 5 to 3 and skilled will give you less perks.
