It was where the prothean tech was. It stands to reason that this was a prothean planet and the ruins were prothean too.

The retcon was that they were an ancient race that died out and the protheans colonized the planet. In doing this they managed to leave no traces of themselves, but left traces of a race that was even older.

The inusannon are to the protheans what the protheans are to the races of the current cycle. The prothean's own mass effect came from their discovery of inusannon ruins, and so they probably treated them with the same borderline worship the current races give to prothean tech.

Liara is such a worthless character. Only redeeming part of ME3 was Javik constantly dabbing on her and the asari.

The "retcon" is that the current civs thought it was a prothean planet with prothean tech before Javik showed up. You learn through him that Ilos was a Inusannon planet that his species discovered with Inusannon tech, which they used to build their know knowledge from. less of a retcon, more of a plot twist.

That's the only time you are on equal savage levels.
