2.- technically it is true, the whole point of spirits, at least according to Sakurai via the nov 18 smash direct, was to give representation to many characters as possible, thats why the spirit fights are the way they are.

Not to mention theres the assist trophy rule too, if the character is an assist trophy it cant be made DLC, it might be playable in the next game, but not made DLC.
