Studio Anima did Awakening and Fates. Studio Khara does Echoes and 3H. The reason it looks so bad is that they are trying to mimic anime which runs at 12-24fps so there isn't a gap. Of course this will never work so it looks like shit and doesn't help the modeling isn't very good either unlike using 60fps (or standard 30) CGI.
