Every medium needs a key differentiating experience to be considered a new art form. For video games, that experience is interactivity. Visuals and narrative are not what make video games art. If it doesn't use interactivity to deliver an experience that is both profound and unique to video games, it is not art.

TLoU used to get brought up a lot, but everything that made people consider it art was just animation and storytelling. You can throw throw The Starry Night in a powerpoint. That doesn't make powerpoint an art form, just the medium you decided to display the art.
