False, Mitsuru almost gets her to use it during the beach trip in the middle of the day. In arena they explicitly mention how she could use her persona in the real world to navigate. The misconception that personas can only be used in the dark hour in p3 is completely false and never mentioned in game, in fact the opposite is shown like in the bad ending where the MC uses a persona to kill Ryoji even though it isn't the dark hour.

One of P3's endings has you kill ryoji with your persona even when the dark hour hasn't arrived. Meaning Fuuka can summon hers outside of it.
