The only reason to move beyond regular guns and go with more futuristic weapons like laser or plasma pistols is if there's some sort of weakness to the old weapons that necessitate the upgrade. For example, some sort of shielding that normal bullets can't penetrate, but future guns can. You have to justify it in some way.
Otherwise normal guns will remain cheaper, simpler, easier to maintain, and kill just as easily as a laser pistol would.

As opposed to modern guns where you have to disassemble everything, bring out your toxic grease to oil everything, and clean the barrel. Now you'd just take out the little refocusing glass, give it a quick wipe down, and put it back it.

Lasers just put holes in things and maybe set it on fire if it can. Putting holes in things doesn't actually do much, you need impact energy or shrapnel. In WWII there were times that old biplanes were almost immune to AA fire because the rounds would simply pass through the plane and not detonate.
