The Legion, quite literally, has not been around for long enough to prove itself in that way. Long term stability is a superior measuring metric to short term success.

No society lasts forever though and authoritarian monarchies endured way longer than democratic states historically, as for long term stability the legion seems pretty stable, what you see in Nevada is just like their vanguard isn't it?
