It would have shown how peaceful Legion territory was despite their totalitarian nature. It would have resembled what life would be like in a fascist police state. A functioning society is not judged by success within one or two decades of rule by a single leader or even by how much territory it controls, but rather by enduring indefinitely under the passing guidance of many. The Legion, quite literally, has not been around for long enough to prove itself in that way. Long term stability is a superior measuring metric to short term success.

No society lasts forever though and authoritarian monarchies endured way longer than democratic states historically, as for long term stability the legion seems pretty stable, what you see in Nevada is just like their vanguard isn't it? Caesar being sick is definitely a problem but you can't call them too unsuccessful

that's literally the entire point you dingus. the legion is only superficially and to some extent martially similar to rome. it's not about actually recreating rome or roman society, it's about using an aesthetic and cultural template that bears no real resemblance to the pre-war world that started the great war, something that would be capable of defeating the NCR and preventing them from doing it all over again.
