You don't do escort quests unless you want to raise affinity with that person
You also can't bump your own threads.

What happens when I raise it enough? Also it seems like this particular character only has one quest attached to him so what would affinity mean in that case?

the notice board quests aren't really even side quests. just grab the kill quests for the gold and only do escort quests if you want to romance that npc.
