Persona 4 had a lot of pacing issues that were fixed in Persona 4 Golden. It started off well enough, but there was that entire part of the game where it seemed like S-Links were nowhere to be seen and there was nothing to do.

Persona 4 is the worst of the modern 3. Especially Golden.
P5 is basically P4 but improved in every way and P3 has a better story and theming.
